Plain-language change summary

The latest version of Senate Bill 167 now indicates that the effective date of the bill will be contingent upon the approval of a constitutional amendment related to the Early Childhood Trust Fund. Previously, it was unclear if such an amendment was necessary for the bill to become effective. This change matters because it ties the implementation of funding for early childhood programs to a broader constitutional process, potentially affecting the timing and stability of these critical resources for children and families in New Mexico.
