Plain-language change summary

In the latest version of Senate Bill 91, a line has been added to clarify that municipalities with a penalty assessment program are prohibited from using private companies to collect unpaid fines or to impound vehicles related to speeding violations captured by automated cameras. This change is significant because it aims to limit the role of private entities in enforcement actions, promoting a more transparent and accountable approach to handling traffic penalties in local governments.
