The amended version of SB 164 includes a clarification that expands the definition of "authority" to encompass political subdivisions and state agencies. Additionally, it provides a clearer definition of "right of way." These changes are significant because they help ensure that local governments and state entities are included in regulations regarding communications infrastructure, which can facilitate better planning and deployment of services.
