Plain-language change summary

The recent amendment to Bill HB 151 adds a requirement for state-funded post-secondary educational institutions to create and adopt specific policies addressing affirmative consent in sexual activities. This means that schools will now need to clearly define consent and ensure that it can't be given while someone is incapacitated or unable to communicate. This change is significant as it aims to enhance the safety and understanding of consent among students, helping to prevent sexual assault and related issues on campuses.
