Plain-language change summary

The amendment to HB 7 modifies the distribution rates from the health insurance premium surtax to the Health Care Affordability Fund. Instead of reducing the funding from fifty-five percent to thirty percent starting July 1, 2024, and then back to fifty-five percent in September 2025, the bill ensures that fifty-five percent remains the distribution rate throughout. This change matters because it secures a consistent level of funding for health care affordability, potentially improving access to health care for residents.
