Plain-language change summary

The recent amendments to Bill SB 48 now specify that Class A counties and municipalities can create their own rules for mandatory vehicle inspections, focusing on noise and safety maintenance. Additionally, the bill includes a new provision allowing for the refusal, suspension, or revocation of vehicle registration if a driver fails to provide proof of these inspections. These changes matter because they give local governments more authority to enforce vehicle safety and noise regulations, potentially leading to safer roads and quieter neighborhoods.
