Plain-language change summary

The amendment to Senate Bill 275 clarifies that the document may include proposed amendments that haven't yet been adopted, helping everyone understand the context of the changes. Additionally, it emphasizes the creation of a surcharge on registration fees specifically for certain electric and plug-in hybrid vehicles. This change is significant because it aims to ensure that as more electric vehicles hit the road, they contribute appropriately to state funding, potentially addressing the impact on infrastructure and funding needs linked to these vehicles.
