The updated version of Senate Bill 133 now explicitly requires secondhand metal dealers to keep detailed records when purchasing or receiving catalytic converters. This includes obtaining the seller's personal identification and legal documents that prove ownership of the converter. Additionally, local governments are empowered to enforce their own reporting requirements for these transactions. This change aims to strengthen regulations and reduce theft and illegal sales of catalytic converters.
