Plain-language change summary

The bill has been amended to create a specific crime related to firearms: "recklessly making a firearm accessible to a minor" that results in great bodily harm or death. This change is significant because it emphasizes accountability for gun owners who do not securely store their firearms, leading to potential harm to minors. The previous version focused more broadly on unauthorized access by minors without the specific consequences tied to harm or death, which may not have encouraged safe storage practices as effectively. By clearly defining the offense and its penalties, the law aims to reduce incidents of minors accessing firearms.
