The amended bill HB 2 now includes clearer definitions for terms related to state appropriations, such as "agency," "efficiency," and "federal funds," which helps provide better understanding and transparency. Additionally, specific line items for appropriations and expenditures from various state departments have been removed from the bill, simplifying it and potentially streamlining decisions about funding. These changes matter because they aim to improve clarity and functionality in the budgeting process, making it easier for lawmakers and the public to track how state funds are being allocated and spent.
