Plain-language change summary

The updated version of HB 86 adds a section that clarifies the purpose of the bill by stating that it is creating a Law Enforcement Retention Fund and outlining its functions, including disbursement criteria for certain law enforcement officers. This change emphasizes the importance of retaining police personnel and sets a framework for how funds will be managed and reported. It's significant because it aims to strengthen law enforcement agencies by providing financial incentives to keep officers employed, addressing issues of personnel shortages.
