Plain-language change summary

The updated bill specifies that prevailing wage and fringe benefit rates will now be determined each year by October 1st, with these rates taking effect the following January 1st. Additionally, the bill clarifies that if someone appeals the set rates, the implementation of those rates will continue unless a court modifies them. This change is important because it ensures that workers will have timely access to updated wages and benefits while also providing clarity on how appeals affect the enforcement of these rates.
