The updated version of SB 38 clarifies the role of the Early Childhood Education and Care Department in overseeing child care facilities, especially regarding infants, toddlers, and children with developmental delays. It now specifies that the department is authorized to conduct criminal history investigations for licensing childcare facilities, which aims to enhance the safety and quality of care provided. These changes are significant as they ensure better protection for vulnerable children and ensure that caregivers meet specific safety standards.
