Plain-language change summary

The revised version of House Bill 71 maintains the proposed limitations on property valuation increases but clarifies that the document may include amendments not yet adopted, indicating an ongoing legislative process. Specifically, it sets a 3% cap on valuation increases for residential properties that serve as a principal residence and a 10% cap for those that do not. This change is important because it aims to provide more stability for homeowners, helping to protect them from sudden spikes in property taxes.
