The changes to the bill HC 3 include the addition of specific crimes such as human trafficking, sexual battery, child exploitation, and commercial sexual activity to the list of offenses that can lead to disenfranchisement, which means losing the right to vote. Additionally, offenses like bribery, theft, and forgery have been removed from this list. This shift is important because it reflects a focus on more serious crimes that impact the safety and rights of individuals, aiming to ensure that those convicted of such serious offenses face greater consequences regarding their voting rights.
