Plain-language change summary

The recent changes to HB 5221 clarify the requirements for carrying a concealed handgun in Illinois. The updated bill now specifies that permit holders must keep their permit on them at all times while carrying a concealed handgun and must show it to law enforcement if asked. Additionally, the criteria for obtaining a permit include specific stipulations about criminal history and mental health records. These adjustments aim to enhance public safety by ensuring that only qualified individuals can carry concealed firearms.
