Plain-language change summary

The amendment to Bill SB 593 removes some wording related to how the bill originated and clarifies that the Forensic Analysis Laboratory will participate in the West Virginia DNA Database. This change simplifies the language without altering the core provisions, ensuring the lab can effectively assist in efforts related to missing persons and unidentified remains. This matters because it strengthens the state's ability to use forensic science in locating and identifying individuals, which can be crucial for families affected by these issues.
