Plain-language change summary

In the latest amendment to Bill SB 431, a specific subsection defining "the person" involved in illegal drug use was changed. The previous wording was removed entirely, and new language was added to clarify that this "person" must be physically present and actively participating in the illegal activity. This change is significant because it aims to tighten the legal definition of involvement in drug use, potentially impacting how related cases are prosecuted.
