The amendments to Bill SB 455 clarify the rules around absentee voting by stating that a returned ballot will still be deemed valid even if its envelope is not perfectly sealed, as long as the outer envelope is sealed. This change is important because it helps ensure that voters who might have made a minor error while sealing their ballots won't be disenfranchised. The adjustment adds clarity to the voting process and aims to make absentee voting more accessible and secure.
