Plain-language change summary

The recent amendment to Bill HB 400 establishes a Court-Appointed Special Advocate Program that is mandated to provide services to children involved in judicial proceedings regarding abuse, neglect, or parental rights restoration. Changes involve clarifications about the program's administration and processes for determining when these services are appropriate, as well as removing previous language about parental rights cases that could complicate the understanding of the program's role. This matters because it streamlines how support is provided to vulnerable children, ensuring they receive necessary advocacy in their legal matters.
