Plain-language change summary

The amendment to HB 4466 significantly changes its title and updates the requirements for local capital improvement bond financing. It introduces a process for localities to apply for funding from the School Building Authority, including a need for initial approval before holding a bond levy election. Additionally, it specifies how the financial assistance can be used, sets a time limit for project completion, and allows for extensions in certain situations. These changes are important because they aim to create clearer guidelines for how local governments can secure funding and manage capital improvement projects effectively, ensuring better use of resources for school infrastructure.
