Plain-language change summary

The bill SB 650 has undergone some changes, primarily clarifying the emergency contract-awarding process. It now specifies that in emergency situations, contracts can be awarded without competitive bidding, but still requires some form of competition where possible. Additionally, the requirement for transparency is strengthened by mandating written notices to be posted on a public procurement website, ensuring that the public is informed about these emergency contracts. These changes matter because they aim to increase accountability and visibility in how emergency contracts are awarded, ultimately fostering public trust and oversight.
