Plain-language change summary

The recent amendment to Bill HB 2136 adds specific requirements for licensed racetracks regarding their financial transactions with the commission. Now, racetracks must give a 30-day advance notice before making any changes to their bank accounts to ensure that funds are transferred smoothly and without interruption. This change is important because it helps maintain consistent revenue flow to the commission and avoids potential accounting issues.
