The amendment to Bill SB 487 introduces a new title that specifies changes to the way surplus revenues are managed in West Virginia. It raises the percentage threshold for annual deposits into the Revenue Shortfall Reserve Fund and combines the totals from two different revenue reserve accounts for calculating this threshold. This change is significant because it aims to enhance the state’s fiscal stability by potentially allowing for greater reserves during surplus years, ensuring more robust financial planning for future economic fluctuations.
