The bill SB 3039 has introduced a new Broadband Middle Mile Fund, which will be established in the State Treasury and managed by the Office of Broadband. This fund is dedicated to financing the construction of fiber broadband in areas that currently lack service, ensuring that expansion efforts focus on those most in need. Additionally, any broadband projects funded entirely with public money are required to be open access, meaning they must allow multiple service providers to use the infrastructure. This change is important because it aims to improve internet access for unserved communities while promoting competition among service providers.
