Plain-language change summary

The updated version of Bill SB 3003 specifies that it has officially passed and is now in effect, removing any references to its introduction stage. Additionally, it maintains the focus on transferring excess funds from the Attorney General's Consumer Protection Recovery Fund to the state's unappropriated surplus. This matters because it clarifies the timeline and purpose of the bill, ensuring that the surplus can be used for needed expenditures during the fiscal year.
