The amendments to Bill HJR E clarify the process for selecting the superintendent of public instruction and the structure of leadership in public education. The bill reinforces that the state board of education will have the authority to appoint the superintendent and outlines the board's role in overseeing all public education. This change is important because it promotes accountability and ensures that educational leaders are selected based on the needs of the districts rather than by a broader, potentially less relevant process. The emphasis on district elections for board members reinforces local representation in educational governance.
