The bill SB 448 has been amended to clarify the rules regarding ownership interests in contracting firms by public institution employees. The revisions emphasize requirements for disclosure to the institution's president when an employee owns more than 3% of a contracting firm or earns over $5,000 from it. This change is important because it aims to ensure transparency and prevent conflicts of interest in contracting decisions at public institutions of higher education.
