Plain-language change summary

The recent changes to SB 1048 clarify and specify the powers of the Department when investigating the Virginia Horse Center Foundation, particularly in relation to the addition of state-appointed members to its Board of Directors. Although the language is largely similar, some historical references were removed to streamline the bill. This matters because it ensures transparency and accountability in managing public funds within the Foundation while reinforcing oversight by the General Assembly.
