Plain-language change summary

The amendment to SB 41 updated the text to include specific references to the 2021 and 2020 legislative sessions, clarifying the context of the bill. These additions do not change the membership terms or appointment processes but provide a more precise historical framework for the council's operations. This matters because it helps ensure that the legislation is clear and anchored in its legislative timeline, which can aid in understanding and implementing the law properly.
