I am a constituent living in your district and I am contacting you to ask that you cosponsor H.R. 3730/S. 486 and H.R. 750 and push for their passage this year. This legislation is needed to protect access for people with disabilities who rely on Complex Rehab Technology (CRT). Complex Rehab Technology includes individually configured wheelchairs, seating systems, and other adaptive equipment prescribed to the specific needs of people with disabilities to address their medical needs, reduce their health care costs, and maximize their function and independence. People who require CRT include those with permanent disabilities such as ALS, cerebral palsy, multiple sclerosis, muscular dystrophy, spinal cord injury, and traumatic brain injury. It is a small but vital component of Medicare coverage (less than 10% of Medicare wheelchairs). 1. Passage of H.R. 3730 is needed to resolve the lingering issue of CMS inappropriately applying Medicare competitive bid pricing to accessories used with CRT “manual” wheelchairs. While a June 2017 policy change by CMS solved this problem for CRT “power” wheelchairs it did not extend that same correction to CRT “manual” wheelchair accessories. Medicare beneficiaries with significant disabilities who use a CRT manual wheelchair should have the same access to critical wheelchair components as those who use a CRT power wheelchair. Congressional action is required to ensure appropriate access to this important equipment and all of it’s critical components. Please cosponsor these bills and push for their passage this year.
