Hello, my name is (your name) and I'm calling to discuss a very important issue involving the Connecticut Department of Social Services. 1. On February 28, 2018 the Connecticut Department of Social Services issued Provider Bulletin 2018‐15 announcing MAJOR Medicaid program payment cuts to Durable Medical Equipment (DME), Orthotics, Prosthetics, and Supplies. The cuts go into effect April 1, 2018 and include reductions of over 60%. 2. This announcement came as a complete surprise, as there had not been any discussions between the Department and impacted parties in advance of the publication. 3. There was only a 30‐day notice given to providers. The short notice of these major cuts does not give sufficient time to analyze the impact and meet with the Department. Nor does it provide sufficient time to identify, communicate, and implement necessary changes within local communities in an orderly manner. 4. The bulletin refers to payment adjustments being required to comply with the 21st Century Cures Act. However, that federal legislation relates to only 244 DME product codes and it does not require states to reduce payment rates for those items. The announced cuts are being applied to over 2,000 HCPCS codes. 5. To avoid catastrophic access issues for Connecticut Medicaid beneficiaries the Department of Social Services must issue an immediate delay in proceeding with the just‐announced April 1, 2018 cuts and provide a 90‐day period for further review and analysis. 6. Please support local providers and individuals with disabilities by contacting the CT Department of Social Services to express the need for this 90-day delay. Thank you!
