Support Assembly Bill 74 (Calderon)
The Honorable Jerry Brown Governor of California I am expressing my strong support of AB 74, which would require the Department of Social Services to conduct annual unannounced licensing visits to each child day care centers or family day care home beginning January 1, 2019. This bill would make the child care inspection schedule consistent with all other licensed care facilities in the state. The primary purpose of unannounced site visits is to ensure licensed child care facilities are safe. Frequent visits provide opportunities for enhanced information sharing, to allow child care facilities to develop best practices, and to provide state and local agencies the ability to impart relevant and up-to-date information to parents regarding a facility’s profile. These opportunities have the natural consequence of improving the over-all quality of care administered to children in these facilities. Currently, the Department of Social Services conducts compliance inspections on child care facilities at least once every three years and more frequently if a facility has complaints or a history of compliance problems. However, in the past, five years could have passed before a child care facility was inspected by the Community Care Licensing Division. It is my hope that annual inspections be authorized and funded as soon as possible. The current frequency of site visits is woefully inadequate to effectively protect the health and safety of California's young children in child care settings. AB 74 takes a significant step toward addressing the essential need to ensure these facilities are providing quality services necessary to guard and nurture California’s most vulnerable population. Further, promoting safe learning environments for young children is foundational to a child’s health and development, and enhances school readiness.
