Support and Amend CA AB 1394!
I stand with Firearms Policy Coalition in support of AB 1394. This bill eliminates the “good cause” requirement in the area of the penal code relating to the issuance of Concealed Carry Licenses. Since the ability to openly carry a firearm in the state of California was eliminated in 2011 by AB 144 (Portantino), the only legal way for Californians to exercise their constitutional right to bear arms is by obtaining a concealed carry permit. By eliminating the need for good cause for the issuance of a license to carry a handgun, AB 1394 removes a significant amount of subjectivity from an area of the penal code most often used to deny law abiding citizens the ability to exercise their constitutional right to bear arms. This bill could be made even better, however, with amendments that would also remove the equally ubiquitous "good moral character" requirement and that would provide clear protections for law abiding CCW holders from criminal and civil penalties while exercising their fundamental right to keep and bear arms. I urge you to support and amend AB 1394.
