AB 1106 (Weber) Child care and development services
We would like to communicate our SUPPORT of AB 1106 (Weber), a bill which permits the Superintendent of Public Instruction to create a contracting process to permit Alternative Payment Programs (APPs) to expend their yearly allocated monies over 36 months. APPs are community based delivery systems of public and private nonprofits that help families arrange for child care, early education, and other social services. The program helps working families, especially single mothers, on their quest to self-sufficiency. For these community based agencies, they must often make projections factoring in eligibility enrollments, attrition rates and allocation. Contract allocations, beginning on July 1st, are roughly 23-25% of the total contract amount. The remaining allocations come roughly in January, April, and often times in August/September after the close of the contract year. For families beginning the eligibility process in May or June, the likelihood of completing that process in time to meet the requirement is low. As a result, the family receives no support and the agency is not funded for the process that has started. A recent report conducted by the California Budget and Policy center concluded that there are over 1.5 million children that are eligible for subsidized child care. Many of these families and children are missing out on services as a result of monies being sent back to the general fund. AB 1106 would allow each community based agency to maximize allocated dollars directly to supporting working families without asking for additional funding. We believe this will allow more families to be served at a minimum cost to the state. Thank you for your consideration.
