HB 14 will prevent local governments from allocating funds or providing other benefits to local clinics -and their affiliates - that provide critical reproductive services, including abortions, to women seeking them.
The scope of this bill is vast and could result in more clinic closures and deny reproductive healthcare (not just abortions) to many women, particularly low-income women and women of color. Texas women deserve and demand access to reproductive health and rights which this bill aims to restrict and stigmatize.
Local governments should not be stripped of their powers to enter contracts with or allocate funds to local organizations that benefit their communities. Citizens in all cities, large and small, expect and hold their local officials accountable to serve their communities in accordance with shared community values.
HB 14 has been reported favorably out of the House State Affairs Committee and could be scheduled for a House floor vote at any time.
