Amend 2019, 146:1, XV to read as follows:
Town of Bedford;
XV.
Erection of Sound Barrier.
Department of Safety, General Funds A.
The department of transportation shall erect a sound barrier on the F.E.
Fire Academy HVAC Upgrade* 426,000 Less Other Funds (426,000) Net State 0 B.
Everett turnpike in the vicinity of Teaberry Lane in the town of Bedford.
Fire Academy, New Truck and HVAC Upgrades* 1,200,000 Less Federal Funds (504,000) Less Other Funds (696,000) Net State 0 C.
Construction shall be completed by December 2023.
Criminal Records Customer Portal** 600,000 Less Other Funds (600,000) Net State 0 D.
The cost of erecting such sound barrier shall be a charge against the turnpike fund.
Troop C Renovation- General Fund Portion 959,850 E.
2 Effective Date.
Aviation Hangar Bay 2,080,000 Total state appropriation paragraph XV [$959,850] $3,039,850 *To provide funds for the appropriation made in subparagraphs A and B, the state treasurer is hereby authorized to borrow upon the credit of the state not exceeding the sum of $1,122,000 and for Amendment to HB 122-A - Page 2 - said purpose may issue bonds and notes in the name of and on behalf of the state of New Hampshire in accordance with RSA 6-A.
This act shall take effect 60 days after its passage.
Payments of principal and interest on the bonds and notes shall be made from the fire standards and training and emergency medical services fund established in RSA 21-P:12-d.
LBA 21-0079 10/22/20 HB 114-FN- FISCAL NOTE AS INTRODUCED AN ACT relative to the erection of a sound barrier in the vicinity of Teaberry Lane in the town of Bedford.
**To provide funds for the appropriation made in subparagraph C, the state treasurer is hereby authorized to borrow upon the credit of the state not exceeding the sum of $600,000 and for said purpose may issue bonds and notes in the name of and on behalf of the state of New Hampshire in accordance with RSA 6-A.
FISCAL IMPACT:
Payments of principal and interest on the bonds and notes shall be made from the special nonlapsing account for the expenses of the criminal records section, established in RSA 106-B:7, II.

This bill requires the Department of Transportation to erect a sound barrier on the F.E.
The appropriation made to the Military Affairs and Veterans Services in 2019, 146:1, I, F, as amended, for Aviation Hangar Bay.
Everett turnpike in the vicinity of Teaberry Lane in the town of Bedford, with construction completed by December 2023.
4 New Subparagraph;
The Department estimates total engineering and construction costs to total $1,800,000, with $200,000 expended for engineering in FY 2022 and $1,600,000 for construction in FY 2023.
Lapse Extension;
These costs would be a charge against the turnpike fund, however this bill does not provide additional appropriation authority.
