(NRS 450B.620) Section 6 of this bill:
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
(1) extends to all public and private high schools in this State the requirement to maintain an automated external defibrillator and requires an automated external defibrillator to be accessible during the school day and during all school athletic activities;
and (2) requires each coach, manager or other person who is associated with such a school athletic activity to complete training in the operation and use of interscholastic activity or event governed by the Nevada Interscholastic Activities Association or any other interscholastic athletic activity or event involving an organized athletic game or competition against another team, club or entity;
or (2) any practice or preparation for any such interscholastic activity or event.
Section 7 of this bill makes a conforming change to reflect that the requirement to maintain an automated external defibrillator is extended to all public and private high schools.
Sections 2 and 4 of this bill require the establishment of athletic emergency action plans for use by public and private high schools in responding to serious or life-threatening injuries sustained by pupils participating in school athletic activities.
Under section 2, the board of trustees of each school district and the governing body of each charter school is required to develop a model for such a plan and provide the model to each principal of a high school or charter high school.
Section 2 requires the principal of each high school or charter high school to use the model to develop a site-specific plan for the high school or charter high school, as identifying the personnel in each school who are responsible for carrying out the plan;
(2) identifying providers of health care who may provide medical care during the activities;
(3) identifying equipment and supplies that may be needed to respond to a medical emergency at such activities;
(4) describing procedures to be followed after a serious or life-threatening injury;
and (5) providing contact information for emergency medical services and directions to assist emergency medical personnel in accessing the location of the activity.
Finally, section 2 requires each coach, manager or other person who is associated with a school athletic activity to attend training on the athletic emergency action plan for his or her school, which must include, without limitation, a rehearsal of actions required under the plan to respond to a serious or life-threatening injury to a pupil participating in a school athletic activity.

NRS 389.021 is hereby amended to read as follows:
389.021 1.
The State Board shall adopt regulations establishing courses of study and the grade levels for which the cou(a) The academic subjects set forth in NRS 389.018.
A course of study in health prescribed pursuant to paragraph (c) of subsection 3 of NRS 389.018 must, for pupils enrolled in middle school, junior high school or high school, including, without limitation, pupils enrolled in those grade levels at a charter school, include instruction in:
(1) The administration of hands-only or compression-only cardiopulmonary resuscitation, including a psychomotor skill-based component, according to the guidelines of the American Red Cross or American Heart Association;
(2) The use of an automated external defibrillator;
and (3) Organ and tissue donation, including, without limitation:
(I) How to register as a donor and the rules governing donor gifts in this State pursuant to NRS 451.500 to 451.598, inclusive;
- 83rd Session (2025) – 7 – (II) The societal and individual benefits of organ and tissue donation;
and (III) Facts about organ and tissue donation.
(b) Citizenship and physical training for pupils enrolled in high sch(c) Physiology, hygiene and, except as otherwise prescribed by paragraph (a), cardiopulmonary resuscitation.
(d) The prevention of suicide.
(e) Instruction relating to child abuse.
(f) The economics of the American system of free enterprise.
(g) American Sign Language.
(h) Environmental education.
(i) Adult roles and responsibilities.
 A course of study established for paragraph (a) may include one or more of the subjects listed in paragraphs (b) to (i), inclusive.
2.
A teacher who provides instruction pursuant to subparagraphs (1) and (2) of paragraph (a) of subsection 1 is not required to hold certification in the administration of cardiopulmonary resuscitation unless required by the board of trustees of the school district [pursuant to NRS 391.092] or [by] the governing body of the charter school [.] pursuant to NRS 391.092.

The board of trustees of the school district, the governing body of the charter school or the governing body of the university school for profoundly gifted pupils may collaborate with entities to assist in the provision of the instruction required pursuant to paragraph (a) of subsection 1 and the provision of equipment necessary for the instruction, including, without limitation, fire agencies.ts, hospitals, colleges and universities and public health 4.
A pupil who is enrolled in a course of study in health through a program of distance education or a pupil with a disability who cannot perform the tasks included in the instruction required pursuant to paragraph (a) of subsection 1 is not required to complete the instruction to pass the course of study in health.

(b) Set forth the courses of study and activities offered at schools within the district or the charter school, as applicable, other than physical education which involve a high risk that the course of study or activity, including, without limitation,ng laboratory sciences, vocational education, special education, competitive sports and the transportation of pupils;
(b) Set forth the courses of study and activities offered at schools within the district other than physical education which involve a high risk that cardiopulmonary resuscitation will need to be administered during the course of study or activity, including, without limitation, laboratory sciences, vocational education, special education, competitive sports and the transportation of pupils;
and (c) Set forth an estimation of the time and resources necessary for all personnel of the district or charter school, as applicable, to obtain certification in the administration of cardiopulmonary resuscitation.

A coach, manager or other person who is associated with a school athletic activity in the school district or charter school and who is not a pupil shall establish and maintain current certification in the administration of cardiopulmonary of trustees or governing body, as applicable.ablished by the board 6.
A coach, manager or other person who is associated with a school athletic activity in the school district shall establish and maintain current certification in the administration of cardiopulmonary resuscitation in accordance with the plan established by the board of trustees.
The board of trustees of a school district or the governing body of a charter school may enter into an agreement with a local fire department, a local law enforcement agency or a nonprofit organization to provide the training and certification required by the plan.

[Chapter 392 of NRS is hereby amended by adding thereto a new section to read as follows:

The board of trustees of each school district and the governing body of each charter school shall develop, annually review and, as necessary, update a model athletic emergency action plan for use by each public school that provides instruction to pupils enrolled in a high school grade level in responding to Assembly Amendment No.
390 to Assembly Bill No.
454 Page 9 serious or life-threatening injuries sustained by pupils participating in school athletic activities.
2.
A model athletic emergency action plan must:
(a) Integrate nationally recognized, evidence-based core elements or standards;
(b) Be developed in consultation with local emergency medical services personnel;
and (c) For a plan developed or updated by:
(1) The board of trustees of a school district, be provided by the board of trustees of each school district to the principal of each public high school within the school district, other than a charter school;
or (2) The governing body of a charter school that provides instruction to pupils enrolled in a high school grade level, be provided by the principal of the charter school.
Based on the model athletic emergency action plan developed or updated pursuant to subsection 1, the principal of each high school and the principal of each charter school that provides instruction to pupils enrolled in a high school grade level shall, in consultation with local emergency medical services personnel, develop a site-specific athletic emergency action plan for a school year, which must, at a minimum:
(a) Identify the address or venue of each school athletic activity for the applicable school year;
(b) Be memorialized as a written document, specific to the sites under control of the school where a school athletic activity is conducted;
(c) Identify the personnel in the school who are responsible for carrying out the athletic emergency action plan, including, without limitation, the responsibilities assigned to that person and the designated chain of command;
(d) Identify any providers of health care who may provide medical care during school athletic activities;
(e) Identify any equipment and supplies that may be needed to respond to a medical emergency at a school athletic activity, including, without limitation, the location of each item;
(f) Describe the proper procedures to be followed after a serious or life- threatening injury occurs, including, without limitation, responding to the injured person, summoning emergency medical care, assisting emergency medical responders and documenting the actions taken during the emergency;
and (g) Provide contact information for emergency medical services and directions to assist emergency medical personnel in accessing the location of a school athletic activity.
4.
The board of trustees of each school district and the governing body of each charter school that provides instruction to pupils enrolled in a high school grade level shall require each coach, manager or other person who is associated with a school athletic activity to attend, at least once each school year, a training on the athletic emergency action plan of the high school or charter school, as applicable, for which the coach, manager or other person is working in connection with a school athletic activity.
The training must include, without limitation, a rehearsal of actions that must be taken under the athletic emergency action plan of the high school or charter school, as applicable, to respond to serious or life-threatening injuries sustained by a pupil participating in a school athletic activity.

(f) Describe the proper procedures to be followed after a serious or life- threatening injury occurs, including, without limitation, responding to the injured person, summoning emergency medical care, assisting emergency medical responders and documenting the actions taken during the emergency;
and (g) Provide contact information for emergency medical services and directions to assist emergency medical personnel in accessing the location of a school athletic activity.
4.
The governing body of each private school that operates as a high school shall require each coach, manager and any other person who is associated with a school athletic activity for the private school to attend, at least once each school year, a training on the athletic emergency action plan of the private school.
The training must include, without limitation, a rehearsal of actions that must be taken under the athletic emergency action plan of the private school to respond to serious or life-threatening injuries sustained by a pupil participating in a school athletic activity.
As used in this section, “school athletic activity” has the meaning ascribed to it in section 6 of this act.] (Deleted by amendment.) Sec.

A coach, manager or other person who is associated with a school athletic activity of the private school and who is not a pupil shall establish and maintain current certification in the - 83rd Session (2025) – 10 – with the plan established by the governing body of the private school.
A coach, manager or other person who is associated with a school athletic activity of the private school shall establish and maintain current certification in the administration of cardiopulmonary resuscitation in accordance with the plan established by the governing body of the private school.
As used in this section, “school athletic activity” means:

[Chapter 450B of NRS is hereby amended by adding thereto a new section to read as follows:
The governing body of each private school shall:
1.
establish an emergency operations plan development committee to develop a plan to be used by the private school in responding to a crisis, emergency or suicide and all other hazards.
The board of trustees of each school district, the governing body of each charter school and the governing body of each private school in this State shall maintain an automated external defibrillator that is accessible during the school day at each school in which any of the grades 9 to 12, inclusive, are taught, and during all school athletic activities in which pupils in any of the grades 9 to 12, inclusive, are participating.
During a school athletic activity, an automated external defibrillator must be located on-site at the school athletic activity or placed and made available in an unlocked location that allows for the automated external defibrillator to be used on a person who may experience a sudden cardiac arrest event while the person is on-site at the school athletic activity.
3.
The board of trustees of each school district, the governing body of each charter school and the governing body of each private school in this State shall:
(a) Ensure that an automated external defibrillator maintained pursuant to subsection 1 is appropriate for use on children and adults and is inspected and maintained on a regular basis;
and (b) Require any employee who will use a defibrillator, and each coach, manager or other person who is associated with a school athletic activity, to complete the training requirements of a course in basic emergency care of a person in cardiac arrest that includes training in the operation and use of an automated external defibrillator and is conducted in accordance with standards of the American Heart Association, the American National Red Cross or any similar organization.
4.
The board of trustees of a school district or the governing body of a charter school may:
(a) Use an automated external defibrillator placed at a school pursuant to subsection 1 of NRS 450B.600 or subsection 1 of 450B.620 to comply with the requirements of subsection 1.
(b) Accept:

and (2) Gifts, grants and donations for use in obtaining, inspecting and maintaining an automated external defibrillator.
5.
As used in this section, “school athletic activity” means:
(a) An interscholastic activity or event governed by the Nevada Interscholastic Activities Association pursuant to chapter 385B of NRS;
(b) Any other interscholastic athletic activity or event involving an organized athletic game or competition against another team, club or entity;
or (c) Any practice or preparation for an interscholastic activity or event described in paragraph (a) or (b).] (Deleted by amendment.) Sec.
7.
[NRS 450B.620 is hereby amended to read as follows:
450B.620 1.
Except as otherwise provided in NRS 450B.600 [,] and section 6 of this act, the board of trustees of each school district in this State, to the extent that money is available, may provide for the placement of an automated external defibrillator in each public school in the school district and at each athletic facility maintained by the school district at a location that is separate from a public school.
Each defibrillator must be appropriate for use on children and adults and be limited to use on school property and at school events.
The board of trustees may accept:
(a) The donation of a defibrillator that complies with the standards established by the United States Food and Drug Administration;
and (b) Gifts, grants and donations for use in obtaining, inspecting and maintaining a defibrillator.
2.
Each medical facility and health club in this State may provide for the placement of an automated external defibrillator in a central location at the medical facility or health club.
3.
Each school district, medical facility and health club that provides for the placement of one or more automated external defibrillators pursuant to this section shall:
(a) Ensure that each defibrillator is inspected and maintained on a regular basis;
and (b) Require any employee who will use a defibrillator to complete the training requirements of a course in basic emergency care of a person in cardiac arrest that includes training in the operation and use of an automated external defibrillator and is conducted in accordance with the standards of the American Heart Association, the American National Red Cross or any similar organization.
4.
As used in this section:
(a) “Health club” has the meaning ascribed to it in NRS 598.9415.
(b) “Medical facility” means:
(1) A facility for hospice care as defined in NRS 449.0033;
(2) A facility for intermediate care as defined in NRS 449.0038;
(3) A facility for skilled nursing as defined in NRS 449.0039;
(4) A hospital as defined in NRS 449.012;
(5) An independent center for emergency medical care as defined in NRS 449.013;
or (6) A surgical center for ambulatory patients as defined in NRS 449.019.
(c) “School property” has the meaning ascribed to it in NRS 701B.350.] (Deleted by amendment.) Sec.
