202 Amends the Freedom of Information Act.
Redefines a public record to include a settlement agreement entered into by or on behalf of a public body.
Effective immediately.

HB0511 - 2 - LRB095 06822 JAM 26938 b (c) "Public records" means all records, reports, forms, writings, letters, memoranda, books, papers, maps, photographs, microfilms, cards, tapes, recordings, electronic data processing records, recorded information and all other documentary materials, regardless of physical form or characteristics, having been prepared, or having been or being used, received, possessed or under the control of any public body.
HB0511 Engrossed - 2 - LRB095 06822 JAM 26938 b (c) "Public records" means all records, reports, forms, writings, letters, memoranda, books, papers, maps, photographs, microfilms, cards, tapes, recordings, electronic data processing records, recorded information and all other documentary materials, regardless of physical form or characteristics, having been prepared, or having been or being used, received, possessed or under the control of any public body.

and (xvii) records, reports, forms, writings, letters, memoranda, books, papers, and other documentary information, regardless of physical form or characteristics, having been prepared, or having been or being used, received, possessed, or under the control of the Illinois Sports Facilities Authority dealing with the receipt or expenditure of public funds or other funds of the Authority in connection with the reconstruction, renovation, remodeling, extension, or improvement of all or substantially all of an existing "facility" as that term is defined in the Illinois HB0511 - 4 - LRB095 06822 JAM 26938 b Sports Facilities Authority Act;
and (xvii) records, reports, forms, writings, letters, memoranda, books, papers, and other documentary information, regardless of physical form or characteristics, having been prepared, or having been or being used, received, possessed, or under the control of the Illinois Sports Facilities Authority dealing with the receipt or expenditure of public funds or other funds of the Authority in connection with the reconstruction, renovation, remodeling, extension, or improvement of all or substantially all of an existing "facility" as that term is defined in the Illinois HB0511 Engrossed - 4 - LRB095 06822 JAM 26938 b Sports Facilities Authority Act;
and (xviii) settlement agreements entered into by or on behalf of a public body, provided that personal identifying information, and all other information exempt pursuant to Section 7 of this Act, is not released;
and (xviii) only that portion of settlement agreements entered into by or on behalf of a public body that shows the total amount of any moneys or total financial value of other agreements, that are not otherwise exempt under Section 7 of this Act, that resulted in a financial payment to or financial payout by the public body and the amount of moneys expended by or on behalf of the public body for the prosecution, defense, or settlement of any litigation.
the identities of the parties to the settlement and the financial and material terms shall remain public.
