Whereas, born December 30, 1929, in the small community of Middle Place near Govan, South Carolina, William H.

and Whereas, his early education was received in a little one-room schoolhouse in the Middle Place Community, and he graduated from Voorhees Normal and Industrial School, later known as Voorhees High School.
