5029H.01I JOSEPH ENGLER, Chief Clerk AN ACT To amend chapter 21, RSMo, by adding thereto one new section relating to legislative security officers, with an emergency clause.
4 "21.489.
Be it enacted by the General Assembly of the state of Missouri, as follows:

SectionA.
The sponsor of a bill shall remain present in the hearing room for the entirety of the public hearing on such bill.
Chapter 21, RSMo, is amended by adding thereto one new section, to be known as section 21.158, to read as follows:

21.158.
Notwithstanding the provisions of subsection 1 of this section, the bill sponsor may leave the hearing room to attend to health or personal needs and shall return to the hearing room within ten minutes.
The general assembly, the house, or the senate may employ legislative security officers of the house or senate who may carry firearms when necessary for the proper discharge of their duties.

Such legislative security officers, who shall be licensed peace officers under the peace officer standards and training program (POST), shall have all powers granted to law enforcement officers in this state that are necessary to ensure the proper security and functioning of the general assembly, including the power to apprehend and arrest persons.
As used in this section, the term "health or personal needs" shall include essential activities required to maintain an individual's physical well-being and shall not include breaks for meals or meetings.";
Section B.
and Further amend said bill and page, Section B, Lines 2 and 4, by inserting after each occurence of the word "section" the words "21.158 of section";
Because immediate action is necessary to ensure safety within the capitol building during the current legislative session and thereafter, section A of this act is deemed necessary for the immediate preservation of the public health, welfare, peace, and safety, and is hereby declared to be an emergency act within the meaning of the constitution, and section A of this act shall be in full force and effect upon its passage and approval.
and Further amend said bill by amending the title, enacting clause, and intersectional references accordingly.
