Right to Have Ballot Hand-Counted.
Hand Count.
Amend RSA 656:42 by inserting after paragraph XI the following new paragraph:
Amend RSA 659 by inserting after section 23-a the following new section:
XII.
659:23-b Machine Count;
Any city or town that currently uses electronic voting machines shall perform a recount by hand of one or all races of any election at the request of 100 or more registered voters who voted in that election.
Hand Count.
Such request shall be presented to the secretary of state within 15 days of the election.
In precincts where an electronic ballot counting device is used, a voter may request that his or her ballot be counted by hand at the time the voter presents his or her ballot to the moderator.
The moderator shall deposit the ballot in the compartment on the side of the electronic ballot counting device.
