D.(1) Nothing in this Section shall be construed to create a public entitlement, require participation, authorize federal funding, or merge the program with Supplemental Nutrition Assistance Program.

(2) Benefits provided pursuant to this Section shall be considered charitable food assistance and shall not be construed as wages, compensation, or remuneration to the recipient.

No later than March 1, 2027, the Louisiana Department of Health shall submit a report evaluating the program provided for in this Act to the Senate and House committees on health and welfare." Page 2 of 2 CODING:

F.
The program shall do all of the following:
(1) Operate under a program identifier separate from Supplemental Nutrition Assistance Program.
(2)Alignfooditemsthatareallowableforpurchasewithfooditemsthat areeligibleforpurchasethrough SupplementalNutritionAssistanceProgram.
(3) Prohibit cash withdrawals and transfers.
(4)NotaccessSupplementalNutritionAssistanceProgrameligibility or recipient data.

G.Transactionrecordsshallbegeneratedautomaticallybythepayment processor.TheLouisianaDepartmentofHealthshallgenerateaggregateannual transaction reports, which participating nonprofits shall reconcile to their internal records.

H.
The Louisiana Department of Health shall promulgate rules in accordancewiththeAdministrativeProcedureActtoimplementtheprovisions of this Section.
I.
The Louisiana Department of Health shall utilize existing resources and staff to fulfill the requirements provided for in this Section.
Section 2.
No later than March 1, 2027, the Louisiana Department of Health shall submit a report evaluating the program provided for in this Act to the Senate and House committees on health and welfare.
