"C.(1) TheShreveportDowntownDevelopmentDistrict,hereinafterreferred to as the "district," shall be governed by the Shreveport Downtown Development Authority hereinafter referred to as the "authority", originally established by OrdinanceNo.47of1975ofthecitycouncilofthecityofShreveport.
Notice of intention to introduce this Act has been published.
Themembers of the Shreveport Downtown Development Authority shall be composed of two nonvoting members:
Be it enacted by the Legislature of Louisiana:
the mayor of the city of Shreveport and the executive director of the Shreveport Downtown Development Authority and seven voting members whoshall beappointedbythemayorofthecityofShreveport(the"mayor"),subject to confirmation by the city council as follows:" AMENDMENT NO.

33:2740.38(C)(5) is hereby enacted to read as follows:
"(e) One member from a list of three nominees submitted to the mayor by the state senators whose senatorial districts are defined by R.S.
§2740.38.
24:35.1(A)(37) as District 37 and byR.S.
Shreveport;
24:35.1(A)(39) as District 39 and bythe state representative whose representativedistrict is defined byR.S.
downtown development district * * * C.(1) * * * * * * (2) One member with a background in urban planning, land use planning, commercial real estate development, commercial real estate construction, commercial district management, architecture or engineering.
24:35.5(A)(4)as District 4 member oftheLouisiana Senatewhosedistrictencompassesallorthegreaterportionof the area of the district and by the member of the Louisiana House of Representatives whose district encompasses all or the greater portion of the area of the district.

78 (3) All members of the authority, other than elected officials and the memberappointedpursuanttoSubsection(C)(2)ofthisParagraph,shallreside in the district or have their his personal principal place of business or office in the district or own property in the district.
(3)(4) The termsof the members shall be three years and theyeach member may be reappointed.
(4)(5) A vacancy occurring for any cause shall be filled by using the above order and procedure until the board membership is composed as described above.
Thereafter, vacancies will be filled by this procedure, with nominations originating from the same group that appointed the outgoing member.

The provisions of this Act shall have prospective application only.

1:13(B) and 24:177(E)] DIGEST SB 78 Engrossed 2026 Regular Session Jenkins Present law (R.S.
33:2740.38) provides for the composition of the board of commissioners of the Shreveport Downtown Development District.
Proposed law retains present law but provides that one member of the board of commissioners shall have a background in urban planning, land use planning, commercial real estate development, commercial real estate construction, commercial district management architecture or engineering.
Present law provides that all members of the authority, other than elected officials shall residein thedistrict orhavetheirpersonalprincipalplaceofbusinessorofficein thedistrict or own property in the district.
Proposedlawretainspresentlawbutprovidesthatthememberwiththebackgroundinurban planning, land use planning, commercial real estate development, commercial real estate construction, commercialdistrict management architecture or engineeringshall not have to reside in the district or have his personal principal place of business or office in the district or own property in the district.
Proposed law will have prospective application only, and will only apply to vacancies that occur, for anycause, after the effective date of proposed law.
Effective August 1, 2026.
