(2) Except as provided in KRS 186.4121, all original, renewal, and duplicate personal identification cards and licenses for the operation of motor vehicles or motorcycles shall be applied for with the Transportation Cabinet, or through alternative Page 6 of 10 SB000710.100 - 371 - XXXX 1/16/2026 9:43 AM GA UNOFFICIAL COPY 26 RS SB 7/GA technology, and issued by the Transportation Cabinet.
(a) Owner of the motor vehicle is considered the operator of the fully autonomous Page 7 of 10 BR037100.100 - 371 - XXXX 1/16/2026 9:41 AM Jacketed UNOFFICIAL COPY 26 RS BR 371 vehicle and shall comply with applicable traffic or motor vehicle laws, regardless of whether the owner is physically present in the vehicle while the vehicle is operating;
