BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

2167 Section 1.

An applicant for a class A, B, or C commercial driver’s license must certify to the department that the applicant successfully completed a course of instruction regarding the operation of a motor vehicle that included approved human trafficking prevention training.
An applicant for the initial issuance of a class A, B, or C commercial driver’s license must certify to the department that the applicant successfully completed a course of instruction regarding human trafficking prevention.
A person who offers a course of instruction regarding the operation of a commercial motor vehicle shall provide at least thirty minutes of approved human trafficking prevention training as part of the course.
A course of instruction regarding human trafficking prevention must last at least thirty minutes and include training based on the department’s approved human trafficking prevention training materials.
The training shall not be offered in a language other than English.
The course must be offered in the English language.
For a person applying for a class A, B, or C commercial driver’s license, certify that the applicant has completed approved human trafficking prevention training in accordance with section 321.175.
For a person applying for the initial issuance of a class A, B, or C commercial driver’s license, certify that the applicant has completed a course SF 2167.4238 (1) 91 (amending this SF 2167 to CONFORM to HF 2598) th/ns 1/2 -1- of instruction regarding human trafficking prevention in accordance with section 321.175.

This bill relates to human trafficking prevention training for persons who apply for a class A, B, or C commercial driver’s license (CDL).
APPLICABILITY.
The bill requires such an applicant to certify to the department of transportation (DOT) that the applicant successfully completed a course of instruction regarding the operation of a motor vehicle that included approved human trafficking prevention training.
This Act applies on and after March 1, 2027, or the date the department of transportation submits to the Iowa administrative code editor for publication in the Iowa administrative bulletin a statement by the director of transportation that the applicable phase of the department of transportation’s new records system is implemented, whichever is earlier.
The bill requires a person who offers a course of instruction regarding the operation of a commercial motor vehicle to provide at least 30 minutes of approved human trafficking prevention training in English as part of the course.
The department shall also forward a copy of the statement to the Iowa Code editor.> 2.
Under the bill, the DOT must approve, in cooperation with the department of education and the state board of education, human trafficking prevention training materials regarding the recognition, prevention, and reporting of human trafficking, and make the approved materials available to the public.

The departments may collaborate with other entities that specialize in and produce training materials regarding the recognition, prevention, and reporting of human trafficking particularly for persons who operate commercial motor vehicles.
The departments are required to review and update the approved human trafficking prevention training materials to account for changes and trends in human trafficking at least once every three years.
