Section 1B.3, Code 2026, is amended to read as follows:
1B.3 Flags on public buildings.

The custodian and the board of public officers of a public building in the state shall have the flags of the United States of America and the state of Iowa flown at half-staff when so directed by a proclamation issued by the governor.

A person may report an alleged violation of subsection 3 to the attorney general.
The attorney general may initiate an action in the name of the state, including but not limited to an action for injunctive relief, to obtain compliance with subsection 3.

This bill requires the custodian and the board of public officers of a public building to comply with a proclamation issued by the governor for the flags of the United States and the state of Iowa to be flown at half-staff.
The bill allows a person to report alleged violations to the attorney general, who may initiate a legal action to obtain compliance with the bill’s provisions.
