Amend House Bill 2435, AS AMENDED, by replacing everything after the enacting clause with the following:
"Section 5.
"Emergency telephone number" means any telephone number which accesses or calls a fire department, law enforcement agency, ambulance, hospital, medical center, poison control center, rape crisis center, suicide prevention center (including the 9-8-8 suicide and crisis lifeline), rescue service, the 911 emergency access number provided by law enforcement agencies and police departments.

(c) It is an unlawful act or practice and a violation of this Act for any person engaged in telephone solicitation to obtain or submit for payment a check, draft, or other form of HB2435 Engrossed - 6 - LRB104 05988 SPS 16021 b negotiable paper drawn on a person's checking, savings, or other account or on a bond without the person's express written consent.
(c) It is an unlawful act or practice and a violation of this Act for any person engaged in telephone solicitation to obtain or submit for payment a check, draft, or other form of negotiable paper drawn on a person's checking, savings, or other account or on a bond without the person's express written consent.
Violation of any of the provisions of this Act is an unlawful practice under Section 2Z of the Consumer Fraud and Deceptive Business Practices Act.
