THE ESTIMATES ARE BALANCED FOR A FISCAL YEAR IF THE HouseUNRESERVED AmendmentsGENERAL toFUND H.B.BEGINNING BALANCE, TOGETHER WITH THE GENERAL FUND REVENUE ESTIMATE FOR THAT FISCAL YEAR, IS EQUAL TO OR GREATER THAN THE GENERAL FUND EXPENDITURE ESTIMATE FOR THAT FISCAL YEAR.
