Education, Labor and Commerce, Finance A BILL FOR AN ACT ENTITLED "An Act relating to allocations of funding for the Alaska Workforce Investment Board;
AS 23.15.835(a) is amended to read:
(a) In the manner provided in AS 23.20 and for the benefit of the program, the department shall collect from each employee an amount equal to .25 [.16] percent of the wages, as set out in AS 23.20.175, on which the employee is required to make contributions under AS 23.20.290(d).
The department shall remit to the Department of Revenue, in accordance with AS 37.10.050, money collected under this subsection.
* Sec.
2.
(d) Notwithstanding AS 23.15.840(a), for the fiscal years ending June 30, 2015, through June 30, 2026 [2024], the money collected under this section or otherwise appropriated to the Alaska Workforce Investment Board shall be allocated directly in the following percentages to the following institutions for programs HB0055b -1- CSHB 55(EDC) New Text Underlined [DELETED TEXT BRACKETED] 33-LS0360\R consistent with AS 23.15.820 - 23.15.850 and capital improvements:
(d) Notwithstanding AS 23.15.840(a), for the fiscal years ending June 30, 2015, through June 30, 2030 [2024], the money collected under this section or otherwise appropriated to the Alaska Workforce Investment Board shall be allocated directly in the following percentages to the following institutions for programs consistent with AS 23.15.820 - 23.15.850 and capital improvements:
University of Alaska 45 percent Galena Interior Learning Academy 4 percent Alaska Technical Center 9 percent Alaska Vocational Technical Center 17 percent Northwestern Alaska Career and Technical Center 3 percent Southwest Alaska Vocational and Education Center 3 percent Yuut Elitnaurviat, Inc.

AS 23.15.835(d), as amended by sec.
2 of this Act, is amended to read:
(d) Notwithstanding AS 23.15.840(a), for the fiscal years ending June 30, 2026, through June 30, 2030, the money collected under this section or otherwise appropriated to the Alaska Workforce Investment Board shall be allocated directly in the following percentages to the following institutions for programs consistent with AS 23.15.820 - 23.15.850 and capital improvements:
University of Alaska 40 [45] percent Galena Interior Learning Academy 4 percent Alaska Technical Center 9 percent Alaska Vocational Technical Center 15 [17] percent Northwestern Alaska Career and Technical Center 3 percent Southwest Alaska Vocational and Education Center 3 percent Yuut Elitnaurviat, Inc.
People's Learning Center 9 percent Partners for Progress in Delta, Inc.
3 percent Amundsen Educational Center 2 percent Ilisagvik College 5 percent Alaska Job Center Network 7 percent.

AS 23.15.835(g) is amended to read:
(g) Except for the Alaska Job Center Network, [THE] institutions receiving funding under (d) of this section shall establish and maintain at least one articulation CSHB 55(EDC) -2- HB0055b New Text Underlined [DELETED TEXT BRACKETED] 33-LS0360\R agreement under which dual credit may be earned by high school students upon completion of a vocational education course.
The Alaska Job Center Network shall use the funds allocated under (d) of this section for individual training grants.

5.
AS 23.15.835(h) is amended to read:
(h) An institution's failure to comply with (e), [OR] (g), or (i) of this section shall result in a withholding penalty of up to 100 [20] percent of the funding allocated under (d) of this section in the following year.

6.
AS 23.15.835 is amended by adding a new subsection to read:
(i) Funds allocated to the University of Alaska under (d) of this section shall be distributed so that equal funding is awarded to the northern, interior, southwest, Anchorage and Matanuska-Susitna, gulf coast, and southeast regions of the state.

7.
APPLICABILITY.
AS 23.15.835(i), enacted by sec.
6 of this Act, applies to funds awarded on or after July 1, 2024.

8.
The uncodified law of the State of Alaska is amended by adding a new section to read:
